| TBC | Preventing Youth Substance Abuse in Isolated Rural & Disadvantaged Urban Communities: A Discussion This session will discuss the risk and protective factors related to youth substance abuse in isolated rural and disadvantaged urban communities with a view to identifying the actions, activities and programs that school and agencies can use to reduce risk and improve protection. The session will begin with a presentation of the research and other evidence gleaned from the published literature and reports in countries such as Canada, Australia and the United States. Participants in a Canadian demonstration project will then respond, with comments based on their own recent experiences in bringing a program into such communities. Members of an International Discussion Group on Equity, Disparities, and Disadvantages will also contribute to the discussion based on their work and experiences. Participants will be asked to discuss how the local context of isolated or disadvantaged communities can affect the normal mechanisms or factors that determine successful development, implementation/operation of programs as well the more specific local drivers of change/resistance in communities such as personalities, incidents, and relationships. These programs/activities include the use of school newsletters, email lists, web sites as well as mailing of pamphlets, the use of podcasts, social media and face to face activities such as parent workshops, kiosks and displays at school meetings, working with community-based organizations and more. | TBC | Whole School Climate Programs or Rebuilding Relationships with Troubled Students? This session will examine the effectiveness of whole school or general efforts to improve the social environment or ethos of schools through universal (ie aimed at all students) interventions such as modifications to school discipline policies, introduction or expansion of extra-curricular activities, offering a wider range of academic and vocational programs, improving student-staff relationships and so on in an effort to “connect” all students to the school. Recent research suggests that marginalized students may not benefit from general efforts to improve the social climate in the school and require specific interventions designed to establish or strengthen social attachments (relationships) with positive role model peers, teachers, parent volunteers, mentors, tutors, coaches and others. Effective programs such as Positive Behavior Support suggest that it is the individualized tracking and focused time/attention to support disaffected students that is required. Unfortunately, these types of programs required dedicated and trained staffing and volunteers. It also appears that alienated students may actually be pushed further out of schools if the efforts to raise school morale are only general in nature and focused on the needs of average or higher functioning students. This session will be supported by a series of articles identified by the International School Health Network as part of a theme seeking more clarity when discussing “school climate” and “connectedness” to schools as a panacea for preventing substance abuse and other problems.
